I want to create a wordpress autoblog using the WPeMatico plugin. However, I heard this only works with RSS feeds.

What if the site I want to generate the autoblogs from doesn't have an RSS feed?

Is there another plugin?

Or can I consult with the site owner in effort to convince him to get an RSS Feed so that I can generate traffic to his site from my autoblog?

thx

There are a number of utilities that will turn anything into an RSS feed.

There is Yahoo pipes - if you can figure it out you can do almost anything with pipes.
Feed43.com (although there is a fee there) and you may need to use mikle to get it the way you want
feedburner might work - and there is a feedburner plugin for WP

If you do a search on google.com for "convert to rss" you get a ton of results
