Exporting mailboxes to pst Exchange 2007 SP3

I'm running $Export = get-mailbox; $Export|%{$_|New-MailboxExportRequest -FilePath "\\server\PST_mailboxes\$mailbox.pst">  on Exchange Management Shell and I get the below error
The term 'New-MailboxExportRequest' is not recognized as the name of a cmdlet,
function, script file, or operable program. Check the spelling of the name, or
if a path was included, verify that the path is correct and try again.

Our server is running Exchange Server 2007 on a Windows Server 2008 R2 Standard OS
I have checked permissions and the administrator is a member of Server Management and Organization Management

the command is Export-Mailbox
