website using xml

Given a list where letters are menu strips an lowest level contain fields F1, F2 and F3 (uploaded file) which are input fields using an XML how can I create a webpage to display the menu and capture the user inputs ?

I know that XML might not be the best way to go.

You could make use of Java script for rendering this XML in a web browser with some css attached.  JQuery would be the suggested framework that will help your javascript coding simple.  Giving an xsl to transform your xml to html dynamic will also help to attach the CSS to your xml.  That means transform your xml to html by mixing css with it in appropriate nodes so that you get an html out.
