Can not download any files with internet explorer or any other browser

have an issue. I have a user running windows 7 64 bit and every single file they try to download is marked as "this file contains a virus and was deleted".  I have searched high and low on google and have run malwarebytes anti-malware, I have ran malwarebytes anti-rootkit, I ran combo box (it showed ntfs.sys was infected) so I ran a script on it to copy the ntfs.sys from the backup directory. I ran roguekiller and tsskiller.   Nothing seems to fix this issue.  

Formatting and restarting from scratch is really not an options so any help on fixing this issue would be great!!!

have you followed the details in this post?
message of "file contains a virus and has been deleted" when I download any file.

it looks like your on the right track with a virus, however this one seems to have other suggestions regarding this issue.

ended up being endpoint security got corrupted. I removed it and reinstalled and all is well.
