pictures in spreadsheet

As far as I know, you can't put a picture in an excel spreadsheet cell. Please correct me if I'm wrong. Is there a different spreadsheet program that can contain a picture in a cell?

When you add a picture the little green circle at the top of the picture specifies which cell the picture is associated with.  Did you have another question on this?

I should have included the word "programmatically."

I think I found the answere here: http://stackoverflow.com/questions/7475787/c-can-i-programmatically-set-an-xlsx-cell-to-a-picture-image though I haven't tried it yet.
