Blue Coat Proxy AG Your request was categorized by Blue Coat Web Filter as 'pending'.

Hello EE,

I have a user trying to download something and getting: Your request was categorized by Blue Coat Web Filter as 'pending'.

I am wondering what steps to take to resolve this.

It may likely due to Unrated category which leads to System having any of this: "none", "pending", "unavailable", or "unlicensed". You can consider the below having CPL rule that will redirect the user request to the page that will submit "Site Review" to BCWF (Bluecoat Web Filter) team. This is at least having some leeways for user to express reason for the action that is blocked by proxy
