Have user who changes font size for new message in Outlook.  But, this change does not hold

Using Outlook 2010, Windows 7 Enterprise.  When pc is restarted, the font size in Outlook for new emails reverts back to font size 11.  Any ways to make the font size for new email messages stay at 10 font size?
