Exchange 2007 not delivering mail from att.net using outbound.att.net smtp server, but will from email sent for web.

We are having a very strange issue where att.net emails sent to our exchange server will not be delivered or show up in message tracking. If the person uses web mail it works fine. I have logging turned on on the recieve connector and see the connection and the email come in. It just goes no where. I have all filtering off. Looking for any suggestions here as in which direction to proceed.
