Beginner creating a web project, whats the best frameworks and tools to create my project.

I'm looking to create a stock (candlestick) chart on a web page that looks live. So it looks like an actual stock chart like www.stockcharts.com but moving real time. What the best way to achieve this from a framework stand point? I'm brand new to web development, just looking to be pointed in the correct direction. Thanks for the help.
