Suggested equipment for audiovisual and sreaming setup setup.

I have been asked to make a setup from scratch with the following characteristics:

There will be a live  lecturer in room A.
Part of the audience will be in Room B. (because Room A is small).
Audio and Video must be presented live in Room B. (i.e. with a wall mounted TV)
Audio and Video must be streamed live to the internet for public viewing.
Stream must be recorded.
This is permanent setup.
Budget is on the low side.

What equipment (specific or general) would you suggest?

Enable youtube live streaming on your account:

Setup wirecast in Room A.
http://www.telestream.net/wirecastforyoutube/cb-landing.htm

Use any media-streaming device like AppleTV, Roku, or WDLive (anything that supports youtube).

Rest of the world can do the same with permission or without permission (depending on how you setup).
