PHP Make input text box sticky

How do I make the following input box sticky?  I'm not sure how to work all of the Quote marks and brackets for the value.

Sticky meaning that the input remembers what you typed in if you click submit and it fails, so thast you don't have to type it in again.  What is the proper terminology for that?
