Audio player that allow visitors to write caption/note?

Hi

I need an audio (mp3) player for my website that allow my visitors
a) to write caption, to comment (or writing subtitle) on specific timecode
b) then the second visitor will be able to see what previous visitors wrote

Amara.org is able to achieve this, but I wish to self hosted the script.

Sound cloud is the only idea that features what you want to a degree, probably not what your looking for, as a member I know
You'd upload you music/stream it there and share it there, then people come on usually from Facebook and can write a comment on your track. Have look here, see the small thumbnails on the track where people have added their comments.

Sound CloudIt maybe possible but I have never seen this anywhere else.
You would have to own the rights to the music be the composer.
Maybe some other experts have some ideas of embedded players.
Youtube has it's own inbuilt video editor where you can add captions, possibly share your account
