You put the PDF in Drop Box and it should sync everywhere (does for me).

Then email the password to the person in question.

If it is all too much bother, remove the password as Drop Box is secure to only the users who have access.

Dropbox does not affect the password in a PDF file. In other words, secure the PDF file with a password, as you would to any PDF file, and upload it to Dropbox. The password will be in the PDF file. Anyone who downloads it from your Dropbox account will need the PDF's password. Regards, Joe

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

You need an Adobe Creator like Adobe Acrobat. Open the file in Acrobat, go File, Properties, Security tab and set the password. You need a creator as Reader will not do this.

@speedtofly  - You left me with the impression you already had a PDF that had a password. If this is not the case and you wish to secure files, you can use WinZip (much less expensive) and create encrypted ZIPs with passwords. You can ZIP up any file this way and the ZIP files can go into Drop Box.

ok no other choices huh!
But you say that via dropbox we don't need a password?

For example I can send a credit card statement to my accountant via dropbox?

No I did not say you do not need a password in  Drop Box. I said, if it has a password, you can put it in Drop Box for you Accountant but you need to send the password by email (or by phone).

Drop Box does not affect passwords.

Yes, the excellent (and free!) PDF-XChange Editor allows you to set passwords on PDF files:

http://www.tracker-software.com/product/pdf-xchange-editor

After opening a file in it, click File>Document Properties>Security. Then you'll be able to set passwords required to open the file or to restrict editing and printing:
