Office 365 migration

Hi Experts,
We are migrating from on site to Office 365.  Most of the users have several PST files due to space limitations.  I took a look at the Microsoft Exchange PST Capture, we only have a few dozen accounts.  Can we just create the cloud accounts, change the local outlook profile to use that, then manually import the PST's into that account?
