Is it possible to convert a secondary server into a primary server in SCCM 2012?

if yes then what are the steps.

lets say I had a single primary and a single secondary - what would be the steps?

    You can decommission secondary site and install primary site instead but you should have CAS server. if you don't have and your current site is stand-alone primary site you need to Expand a Stand-Alone Primary Site check the following "Planning to Expand a Stand-Alone Primary Site" and "Prerequisites for Expanding a Stand-Alone Primary Site"
