How can I use multiple workflow lookups in Sharepoint Online 2013 Workflow

I’m trying to build a workflow that starts with a conditional statement to route an email to multiple people based on a specific value.  I’m not sure how to do that with the existing workflow template tools.

Here’s an example of what I want it to do:

If Current Item:Neighborhood is one of “Red”, “White”, “Blue”
                Email Joe Smith
Else
                Email John Brown


Since "one of" is not a Conditional option, I thought I could use Contains and then specify the multiple neighborhood names in a string format, but I can get it to work.  

Example:
If Current Item:Neighborhood contains ["Red", "White", "Blue"] then
email Joe Smith
else
email John Brown.

This does not work.  Ideas?
