HTML Text Area

When you have an html textarea on a form & you specify rows & columns, it displays (at least in Firefox) little dots in the lower righthand corner. When the mouse moves over those dots, a double sided arrow appears & you can drag the size of the text area to be larger or smaller.

Is there a way to turn that off? Is there css that controls that?
