Need method to rapidly and or programmaticaly  cut up video files

I need to extract numerous 1 to 2 second pieces of video from one long video and save them individualy as video files. I need to manualy decide when the start and end parts are. I wrote a simple program that lets me get start and times in thousandths of a second but how to cut up and save based on these numbers?
