User CAL on Server2012R2 exeeded


We are running above server. Today all user can't connect to ad.
We encountered an error in eventlog that CheckEssentialsSKUUsersLimit was executed and that the maximum amount of domainuseraccounts exeeded. Windows Server 2012 R2 Essentials only support 25 domainusers....

We counted user and ended at 22.
Do we have to count all the builtin-users and other users that have been created by system (e.g. DiscoverySearchMailbox, IUSR_MY_SERVER_NAME, IWAM_MY_SERVER_NAME, ...)?
If we do, we reach 50 users.

So, is there any blocked cal? Is there any possibility to deblock old licenses (from older pc)?
What should we do?

No those accounts you mentioned are not part of the licences, they are built in licences.

There is no way you can unlock the 25 licence limitation, you have to do an in-place upgrade to Windows Standard 2012. The link below provide more info.

after rebooting all server and clients the amount of used cals seems to be right.
