Best language for simple program that calls windows explorer

I need to write a simple program that takes input from the user and opens a folder on the network based on that input.

Enter client name

user enters A, B, C, D, etc.

The program then opens Windows explorer to a folder "F:\Data\Clients\A" if the user enters A as the client name.   The point is to make it quicker to get to the A folder instead of having to click on F:, Data, Clients, A.

So my question is what is the best programming language for this?  The computers are all running Windows 7.  A widget?  VB Script, C#, Visual Basic?   I will have to learn the language but since my needs are very simple I don't think learning the little I need to get what I want done will that that long.

Also I could see the same (or similar program) being added to the Send To to make it very easy for users to save files to a client's folder.  I think it would only requires slight modification to create this

Placing F:\Data\Clients\ into the favorites/libraries.
Placing a sortcut in the taskbar pointing to F:\Data\Clients\.

I don't want to go to F:\Data\Clients.  I want to go to F:\Data\Clients\A

A, B, C, D are just examples.   There could be over 100 clients.  The point is to avoid having to scroll and click through to get to where they want to be.

I would try AutoIT
it is a very simple script language that would allow you to do just that..

Prompt client for input
add input to, say, a URL..
open the URL with the user input added

even though I used a URL example, you can easily do what you described above

You need one click to start your programm or the shortcut to the explorer. Tie.
You need to enter the name and press enter or press the starting initial in the open explorer window at F:\Data\Clients\. Looks like a tie eiter.

This worked really well.  It took me less than an hour to figure out how program my app.
