with a Windows Server 2012 R2 Standard running the  HYPER-V role.  Should the server just be a host, or can it perform a function like a file server or App Server?

It is recommended just to leave it as a HOST Hypervisor!

e.g. No File Sharing, Print Severing, Domain Controller, SQL Server, or Web Server etc

or you will take valuable resources CPU and Memory from your VMs!

Also if you install any other server roles on Hyper-V, you will break Hyper-V free VM licenses

By default you can install TWO VMs as a free on Hyper-V 2012 Host, however you should not install any windows server role on physical server other than hyper-v
