is there a way to force internet explorer windows to have the resize option?

I have a website that for whatever reason the attachment popup for uploading files is about the size of a penny. I don't have the option to resize the dialog.
Is there a command or setting in the registry or something that will allow all popup windows to be resizable?

if anyone has issue like this it is a internet explorer 11 compatibility issue

I added the site to the list and it works fine now.

Unfortunately the only way I am aware of would be to put the site in a specific trusted zone such as "Restricted" change all the settings to match "Internet" zone, and disable JavaScript.  It's more than likely a Javascript code that is blocking re-sizing on the browser.

I'm not aware of anything either.   That said, you should inform the webmaster of the site in question so she's aware of the problem.
