best standalone wireframe/pdf template software


I was hoping folks could help me to determine the best solution for the following.

I have a software system that generates html based content that is displayed on a UI as well as used to generate PDF's.  I am looking for a tool that I can use to help build and maintain mockups/wireframes that will fit on a standard letter sheet of paper in landscape mode.

Layout will generally be based off of a 2x2 grid, however, we support many different combinations such as 1x1, 1x2, 3x3.

Content can include different charts, tables, etc.  

The problem my team has been having is that when there is a business request to add several columns of data to a table on a page, they are not aware of what will fit.   Some of the screens can be quite busy with content and it is not clear what impact various changes would have on the page until a template is created/updated later in the development cycle.
I am looking for a tool to allow for us to mockup content that is restricted to a fixed page size (letter).  For example, it needs to know that on a given section of a page, that if you to add a new 10 char column it would not fit on the page.  

The solution needs to be software that can be installed on a windows box.

I'd use PowerPoint for this. Maybe Publisher, but PowerPoint is more prevalent.

I use powerpoint to capture a final image for integrating into presentations/docs, however, I really need something that I can put accurate pages that have multiple tables that need to be tweaked each release to best determine how content can be captured.
