How do I get  access to a VS2010 "Starter Kit" under VS2013?

How do I get  access to a "Starter Kit" (extension is .CS.VSIX) that was meant to install into Visual Studio 2010? I am running VS2013 but executing the file blows up because I don't have VS2010.
