Mail from a new user on the SBS 2011 domain, who uses OWA has all mail going into recipient's junk mail

a user that is always out of the office, uses OWA to use his email on the domain.  When he sends mail to other users in the domain, all mail goes into their junk mail folder.

Is that something in outlook?  Or on the exchange server?  

Any recommendations on how to resolve this?

    Are the mails plain text or html formatted? If the latter, please check if there's any signature with web links.

    Sorry, I may have worded it wrong - not so much interested in why they are going in junk mail folder.  I want to white list this user / turn off junk mail filtereing for everyone since there's an outside spam filtering service (mail sent from an internal user via OWA to another user never leaves the building to go through the outside spam filtering service, right?).  This is an exchange / in house issue? I just want this guys mail to not be filtered.

    Open the Exchange Management Console, browse to: Organization Configuration>Hub Transport.  On the right side, select the Anti-spam tab. Disable any Feature listed.
