How To install apps windows 8.1 using GPO

In windows server 2008  , Group policy mamagement  I dont have  Next, setting in the GPO

 App Package Deployment folder.

I am following all setps but i dont have

 Computer Configuration, Administrative Templates, Windows Components, App Package Deployment,

i need to help for step -4

Go to run on your Server and in the run type "%logonserver%"
and put the admx file to this location then logoff from server and login back now check gpedit.msc

I already download this but it contains 218 items , do i need to copy all files .... I am not sure if  i need to copy these files in my DC.

what you can do is install the rsat tools on a windows 8.1 computer and then run the group policy editor from that machine.

Otherwise yes you need to copy all of the files
