Does'nt the dell e6420 come with Win 8 installed?  Downgrading is complicated.  If this is the case, let us know so specific instructions can be given.

In general and without reference to downgrading--
Is the drive on which you want to install formatted?
Did you run the Upgrade Advisor on this laptop to determine if it can handle
Win 7?

If you can, run chkdsk /f /v /r on that drive from a command prompt.

Dear Frankbustos,

To install Windows 7 with SATA RAID on you need to download from Dell "Intel Rapid Storage Technology (Pre-OS Install)". Extract this onto a USB drive and then as Windows 7 prompts you so manage the drive where you are going to install Windows 7 select the "Load Driver" button and load the above driver and then continue.

Also Try this.

At "windows setup cannot configure windows for this hardware"
Shift F10
Type -
Cd c:\windows\system32\oobe
Msoobe
This should force it to finalize and create computer name, password, time, etc
