Cloud Computing / Server 2012 Standard and multiple simultaneous RD Connections

Hosted cloud server - Server 2012 Standard installed.

Server is NOT configured as an domain server.

Objective is for for multiple users across geographic locations to be able to simultaneously access an application installed on the server.

Looking for guidance on Remote Desktop Services configuration requirements - what server roles and features are required?   Are Group Policy updates also required after installing the requisite server roles and features

You will need the RDSH and RDLicensing role at a minimum. You will need to configure licensing via local group policy because you are not domain joined. And you will have to take extra steps to protect ensure you are properly licensed. RDS in the cloud is complex licensing-wise.
