Error in Oracle setup

hi

we are using an instant client vers of Oracle. 10.2.0.4 yes very old. running in IE 10.

Please see the attached error message. TNS Listener error.

Any ideas on resolving this would be appreciated.

The person who is actually needing this to run queries was getting an "odbcquery.cab" error. We changed some settings so she'd be able to install without a digital signature, but still got this message. I think this is the problem, because the program won't run without this cab file.

so to be clear:

The first attachment is the error I got when I installed on my computer.
The odbc error/2nd attachment is what the user got when she tried to run on her computer.

The ora-12514 means that either the database is down or has not registered with the listener.  This is server side and nothing you can fix on the client side.

The possibility on the client side is that you are telling Oracle to connect to a database that isn't on the server you are telling it to look on.

I cannot help with the CAB aspect to this.
