Delegate domain user to push WSUS 3.0 updates

How can we delegate a single domain user to approve and push WSUS updates?  We are using WSUS 3.0 SP1.

First remove all local admin right of domain users.

First make sure they have access to the WSUS console (or have it installed):
http://technet.microsoft.com/en-us/library/cc720498(v=ws.10).aspx

Once you have installed, you need to add the user to the WSUS Administrators security group on the computer on which WSUS is installed.
