Looking for user verification api

I am looking for solutions for user verification.  Try to prevent scammers on the site.  I would like to try and verify that people are who they say they are.  I know there can be Paypal verification and also use Authorize.net to try and verify.  I am not saying this is a 100% full proof way of stopping people, but I would like to show  the people by a badge who took the opportunity to get verified.

Is there a service our there that has an api that I can send users to to become verified and pass the results back.  I dont' want to store personal information.  I would appreciate some possible solutions and services.  Does not have to be a free service.

Any authentication service would work (e.g. Facebook Connect, Twitter Auth, Login with PayPal, etc.)

The advantage with PayPal's is that people have to go through more verification to get their account verified in the first place, so then if they login with their PayPal account to authenticate themselves with your app you can look at their verification status to see how far along that process they are.  Facebook, Twitter, etc. could be anybody with some bogus account they created.

I am not looking for a login authentication, its more like a background check/address verification type of check so that people may feel more secure purchasing items from people are who they say they are (again, i know this does not stop bad members).

Well, like I said, that's what using PayPal's auth system gives you.  If you just want address verification you could do that with any credit card merchant account by running an Authorization of the user's credit card so that you can check the address against their cc company.
