Joomla - best mobile option

Hello,

We want to eventually have a mobile version of the following site:

nlpca.com

What would you suggest for a sturdy Joomla option for creating a mobile version? I am really looking for an extension or extensions here as I am not a developer though I can work with simple code.

You're not going to be able to just install something and suddenly you get a responsive version of your site on mobile devices
There are plugins that give you a responsive version of your site based on the content not the design like this

Wouldn't we have to redo everything to a plugin like that to work?

When we're ready, maybe we should pay to have this done. What do we tell our developer to use?

That plugin just gives you a responsive version of your content, completely ignoring your design

The ideal solution would be to look for a template that is responsive by nature which may mean redesigning your site  slightly
