Poor Video Playback performance with a Nvidia GeForce GT 635 Video Card

My desktop Dell XPS 8700 has a Nvidia GeForce GT 635 card. Since day one, the video performance has been poor when compared to a 4 year old Dell Vostro 3500 laptop which runs a rather paltry Nvidia GeForce 310M.
Especially during football games when the ball is kicked off, the quick movement of the camera causes video to move frame by frame which really seems to hurt my eyes. Also during soccer games, the same thing happens.
I've updated the drivers, tried all possible players (like PotPlayer, MPC, VLC) but no dice. This happens on both Dell UltraSharp U2412M monitor and Toshiba 46G300U 46-Inch 1080p 120 Hz LCD HDTV.
The fact that a 4 year Dell laptop can do the same thing without any issues irks me even more :( Are we looking at a faulty video card?
Would appreciate any thoughts..
