how to turn on exchange activesync quarantine rule without emailing and affecting existing users

im using exchange 2010 sp3
i want to turn on the rule that does the following
when a user sets up email on their mobile it goes into quarantine and i get an email asking to either allow it or block it
however when i turned on the rule all my 100s of existing users got an email
how can i set this that only new users get the email
and existing users are unaffected

    Accepted Solution

    I think you can not set if this informational email is sended or not. But can try blocking on transport rules, on this way nobody receives this.
