Sharepoint 2013 - Access to Design Manager

I am trying to give users access to Design Manager without making them Site Collection Admins. I have enabled the following two features...

1. SharePoint Server Publishing Infrastructure (site collection feature)
2. SharePoint Server Publishing (Site feature)

Even after enabling these features the users still do not have access to Design Manager (still only Site Collection Admins).

Any suggestions on how to provide a general user access to this menu option so it shows under the Look and Feel menu?

also ensure the people you are trying to grant also have designer permission level assigned to them. if not it wont appear

Jayaraja - Thank  you for this info. I reviewed the URL provided and confirmed that we have this settings in place. Where would I go to provide a user 'designer permissions' that you noted?

in the level of access , where you have read,contribute,design,full control ...
or try to add a regular test user under designer group and see if that works so you can change accordingly for the rest of them
An user needs to be a member of one of the following groups at the site collection level to be able to use SharePoint Designer and modify SharePoint content:
Site Collection Administrators
Designers
Owners
