Ipad lockdown?

Situation:  the business wants an Ipad for receiving to use to input rec'd goods.
IT does not want another toy for rec'ing users to play with.

Is there a way to lock down an Ipad to Safari only?  Possibly requiring a code to run any other app or to not be able to minimize the browser?

Creating a custom app might be an option but only as a last resort.

iOS 6 and above has a built in feature called "Guided Access" aka "Kid Mode" that lets you lock the device down to a single app. See here for more details - http://support.apple.com/kb/HT5509

I use an app: Kiosk Pro Lite (fee; more robust versions available) to lock iPads into Safari.  Can password protect and do things like restrict domains so they can't surf.
