can´t install apps, antispyeare, etc..

My Computer is windows 7 home basic 64 Bits

I can´t open control panel (Open and close)
I can´t install any app (error on NSIS)
Ex.: Spywareterminator (Impossible to create temp file. installation cancealed) Access denied
       Combofix : Error writing temporary file. Make sure your folder is valid.
I´ve run AVG and AVAST.

Your PC appears to be infected with a virus.

Scan with MalwareBytes Anti-Malware (free) and TDSSKiller.

Has the problem occurred today or yesterday. If so, restore your PC to an earlier times.

I can´t install malwarebytes and I can´t run the apps online.
I´m receiving : Can´t open output files
can´t create temp folder archive

Oops. Forgot that fact.

Use the rescue CDs from any of the vendors suggested by Michael-Best.

Use another computer to download and burn these CDs and boot using the CD.

First test the HD using the disk manufacturer's diagnostic utility, and the RAM using memtest86+. Both of those tools can be found on the UBCD:

If the disk is bad, replace it and restore your system from your backups, or using the factory restore media to put it back into it's factory delivered state.

If the RAM is bad replace that.

If the hardware is OK, run a chkdsk DriveLetter: /f /r on all the partitions on your harddisk. After that things may work again. If not, use the disk-cleanup utility to remove temporary and other useless stuff to free up disk space.

I did this :
1) log in in secure mode with network
2) create a new user admin
3) Download COMBOFIX, ANTISPYWARE and ney AV
4) log in with this account
5) install and run the programs. (clean a lot of spyware)
