Keep pictures in sync over 2 Iphones-2 Ipads, Dropbox, Icloud (and Cloudstation -Synology-)?

Let me first explain my current setup:

2 Iphones, 2 Ipads (all logged in with the same user) have Dropbox en Icloud sync enabled.

So what happens picture is taken  by any device:
=> sync over all iphones/ipads  via icloud => great
=> picture is uploaded to dropbox so I can manage the picture (organize) on  any  laptop/pc
(also have "synology  Photo" app that does the same as dropbox but to my own nas/Synology (in order to test if I could replace dropbox by my own cloud/synology -not sure if I will though, not for now anyhow-)

Problem in this setup:
I want to manage pictures, delete/organize in albums on pc  BUT:
*pictures deleted on dropbox get synced again from iphone
*pictures deleted on iphone get synced from one to another

What I need:
Solution in which I can:
*easily delete pictures and deletion is done over all devices
*sync the "organized" albums to all devices (I do use sharing albums  via Icloud, it's a nice feature but makes things more complicated

Struggling with these setup for some years now. I can't start organizing my pictures as long as this sync isn't setup properly.

Note: I really DON'T like Itunes, it ruins my Windows pc totally and doesn't offer me more then a sync (don't use any of its other features) so I'd like to avoid that progam as much as possible.

Please advise.

I also use DropBox (however between several PC's, I must admit) and on whatever PC I delete a file, it is deleted everywhere.
I never experienced a file to "come back" from another PC.
So, even when you delete a file on your DropBox account via their website, it is synced back from another device?
That's really strange...

You're deleting from a pc on which a dropbox client is installed. Logically the deletion is synced. I'm deleting from an Iphone photo library, that deletion is NOT synced.

I see.
Don't use iCloud to sync over your devices but only DropBox.

So change the behaviour in just this:
>> So what happens picture is taken  by any device:
>> => picture is uploaded to dropbox

Install the DropBox app on all your iOs devices.
Now you can see your pictures on all your iOS devices.
And you can edit them on your PC.

Yes, after all it seems the only workable solution. I was hoping to avoid but seems no way around then disabling Icloud.
