OAUth registration and curl

In Oauth the client sends the client ID and secret to the resource owner, and get s back a token

But doesnt there have to be a registration of the cleient with the resource owner first

If so how would that be done

Can an example be performed in curl, or is that a case by case basis

Thanks

It is a case-by-case basis. The method for registration is not really part of OAuth and so it is up to the particular service that you are using, ie. for Google, you go through their admin pages and register your application. This is where you are assigned (or can specify) your client id and secret.
