I already have the Windows 2012 Standard license and CALS.

What hardware do you recommend for a small 100 user
AD domain controller that will do almost nothing, but DHCP/etc
and some basic fileServing ?

** DDR3 EEC, not DDR4 since it is TOO new
and cost 40% more for the same speeds
** dual NICs and power supplies
  ** tape drive for BackupExec
  ** etc

If you want dual power supplies, you get a fairly immediate price jump. HP has a small business oriented server with what you want. The 320e should fit your needs easily. It is still a bit more pricey than the Microserver though. If you are willing to forgo a few advanced features, I consider the Microserver G8 a better value.
