Project/Visio open in read only SharePoint 2013

Project 2013 and Visio 2013 files open in Read Only mode in SharePoint 2013 with required check in turned on.  If i have it turned off and manually check in /check out files then it only works from the ribbon and the ellipises at times.  Is this a bug? Why doesn't it work like other office products?  I am also seeing this behavior with the Project 2010 version.

Does a popup window there with the choices "Read-Only/Check out and edit" when this user click to open the file?

Not when you click the file. it only does it when you use the ribbon or ellipses
