First run below command to find out the identity of the request which is stuck.
Get-MailboxExportRequest | Get-MailboxExportRequestStatistics | fl * name* identity

then run below command to check the error in detail.

Get-MailboxExportRequestStatistics -Identity "identity" -IncludeReport | Format-List

Check the error due to which it stuck and let us know the reason.

The request index entry is missing important data for request 'd2b753902b7b48c790e2a9bdbb34b971tholland-MailboxExport'.  Couldn't find a local user for this request.    + CategoryInfo          : InvalidArgument: (13e4bdc3-e9b8-40a2-be4e-d14c46bc605f:MailboxExportRequestIdParameter)   [Get-MailboxExportRequestStatistics], ManagementObjectNotFoundException    + FullyQualifiedErrorId : 91F1E9C5,Microsoft.Exchange.Management.RecipientTasks.GetMailboxExportRequestStatistics

I could not get you first command to return a value so I used the Identity in my question above.

First recycle the mailbox replication service (It should be Microsoft Exchange Mailbox Replication Service) first. That is what actually controls mailbox moves, along with exports since it is actually replicating the data.

Second I would try this command:

Remove-MailboxExportRequest -RequestQueue Executives -RequestGuid 13e4bdc3-e9b8-40a2-be4e-d14c46bc605f -Verbose

Report back the results please...
