Server 2008 servers sitting at applying settings?

Several 2008 servers have been sitting at applying settings and not being able to be logged onto.  It just spins and we wait for serveral hours and it never reaches the log on screen.
-We are able to logon to safe mode
-We are not able to use CAC authentication

Has anyone seen this issue before?

    I had this happen on a client's server a few years ago. We unplugged the network cable and that seemed to fix the issue.

    I found, in this case, someone had disabled the IPv6 settings which the server needed to start up correctly.

    It did take about 3 1/2 hours for the damn thing to start before we unplugged the network cord.
