This is a problem with your theme. You have a couple of choices.
1) find a better them, the way your theme is adding a description tag is incorrect.
2) delete the code from your theme
If you aren't using a child theme then you'll need to redo this change every time you update the theme.
if you are using a child theme then you need to copy the file "header.php" to your child theme folder (if it is not already in there) and delete the code.
'You could also talk to the theme author, they may make the change and provide an update. Really for SEO purposes you shouldn't be using the description form the blog settings in every page of your site anyway.
If your not worried about updating the theme then click the "Fix it" button
