I have inherited an older sbs 2003 server with exchange

All users can send emails internally and externally except one
When he sends an email it goes from the outbox and is in sent items but no one gets it - either internally or externally

1. What might be the problem here ?
2. If I add this mailbox as an additional mailbox into an account that is working (outlook client) how do I set send permissions

for both of these questions I will need exact procedures as I am not so familiar with exchange

Under tools (I think, it's been ages since I used 2003), check the queues to make sure that the emails aren't getting stuck there. Not sure what could have stopped it from sending between local users, though.

For your second question, providing send permissions:

1. Start Active Directory Users and Computers; click Start, point to Programs, point to Administrative Tools, and then click Active Directory Users and Computers.

2. On the View menu, make sure that Advanced Features is selected.

3. Double-click the user that you want to grant send as rights for, and then click the Security tab.

4. Click Add, click the user that you want to give send as rights to, and then check send as under allow in the Permissions area.

4.5  Remove all other permissions granted by default so only the send as permission is granted.

5. Click OK to close the dialog box.

You might need to gather the facts of what is happening again. Once an item moves from the Outbox to Sent Items, it generally has left the senders mailbox. I would suggest the following:
* Verify the email addresses being sent to?
* Use the message tracking logs to confirm where the message might be stuck
* Verify if this is the only user experiencing this through a systematic manual test
* Check for any routing rules that might apply to whatever conditions are met by the problem

 Please post any diagnostic information that you gather from the message tracking.
