How can I fix default language in win2003

after using a registry cleaner the text in windows boxes is garbage. I have tried to change settings in the control panel under regional and language options but they automatically make the default language corrupt. I have included a pic.

Do a system restore to the closest point before the registry cleaner was run.

I was hoping there was a solution such as change the default setting in the registry. I don't know enough about the registry. The system is a 2003 Domain controller server running Terminal Services.

normally, the registry cleaner should have made a backup - use it!

TG solution did not work.
Pera: Win2003 does not have automatic restore point. I did not make one as I did not see this problem happening.

After messing with this more I have noticed that when I add another default language to installed service shown above, the new service such as "French" shows up fine.  But whichever installed service is selected in the default window becomes unreadable.

this starts looking like a hardware failure
test ram, disk and video card
i use ubcd  mostly for this :
Hardware diagnostic CD    UBCD

go to the download page, scroll down to the mirror section, and  click on a mirror to start the download
Download the UBCD and make the cd   <<==on a WORKING PC, and boot the problem PC from it
Here 2 links, one to the general site, and a direct link to the download

since the downloaded file is an ISO file, eg ubcd527.iso - so you need to use an ISO burning tool
if you don't have that software, install cdburnerXP : http://cdburnerxp.se/

If you want also the Ram tested - run memtest86+ at least 1 full pass,  - you should have NO errors!
 
For disk Diagnostics run the disk diag for your disk brand (eg seagate diag for seagate drive)  from the HDD section -  long or advanced diag !  (runs at least for30 minutes)

did you run the backup from the registry cleaner?
you can also try a system restroe to a date it was ok

Yes I tried both of these. It did not work. Still have funny characters. I've been looking around is there a way to reinstall the intl.cpl?
