Good morning Anthony,
  I apologize that your question hasn't been addressed before now.  There are a couple different ways of answering this, and it still may not be what you are looking for.

  LDAP itself is simply a protocol for getting information from a Directory.  Included in Windows, including 2008, is a graphical tool "LDP.EXE" for querying using LDAP.  If you were looking for a third party LDAP tool, I've had luck using Softerra's LDAP browser in the past.

  Built into Windows 2008, is also an LDAP compatible service, AD LDS, which can be used 'separate' from the Active Directory.  If you were looking for a completely separate LDAP directory service, it looks like the ApacheDS is available for Windows as well.  (I've not personally used that one, but I've had good luck with other products in the Apache family.
