Cannot kill hung VM in Hyper-V 2012

Running 2012 Datacenter as the Hyper-V host.  Have a 2008 R2 VM hang during a restart from the OS.  Shows "Stopping-Critical" from the Hyper-V Manager and when I try to connect it says it's turned off. Tried to kill the "VMWP.EXE" process but get "Access Denied".  Tried to kill from PowerShell (Run as Administrator) also get Access Denied.  Probably will have to restart host.

Any thoughts?

You may give a try with SysInternals Process monitor.

This does happen on occasions, - restart the host.
