why can't I add a folder in Windows Vista?

When I try to add a folder, there is only option to add a compressed(zip) folder or Brief case.

    1. Click Start, type regedit in Search Bar, and then click regedit in the Programs list.
    Note: If you are prompted for an administrator password or confirmation, type your password or click Continue.

    2. Locate and then click the following registry subkey:

    if it started recently - you can also do a system restore to a date before

    System restore would probably solve the problem but I don't have any restore points. I will reinstall the OS.

    The value is as indicated in your step 3 and was not the solution. I still can only create Compressed folders.
