PHP Warning: File upload error - unable to create a temporary file in Unknown on line 0

On a Windows Server 2003 with PHP 5.4.0 a user is trying to use WordPress, but gets the following error  when he try to upload something.

PHP Warning: File upload error - unable to create a temporary file in Unknown on line 0

I have tried with a little testscripr to upload, and I get the same error.

upload_tmp_dir is set to f:\temp

I have IUSR and everyone with full acces on f:\temp, so I am kind of lost here.

Anyone with the golden solution?

    Is the web server also on drive "f:"?  If not, move it to the same drive as the web server.

    Thank you.
    I changed location from f:\temp to c:\temp, and now it working.
